Winter Resource Guide

We want to ensure every Lakewood family has access to the support they need. Below is a list of local resources available to help with food, clothing, housing, and other essential services this winter.

Holiday Gifts and Meal Assistance

Christmas House Everett, WA  

Christmas House is a 100% volunteer, non-profit organization in Everett, Washington that provides an opportunity for qualifying, low-income, Snohomish County parents to select free holiday gifts for their children age infant to 18 yrs old. The “store” is in the Boys & Girls Club gym at 2316 12th Street, Everett, WA

Toys for Tots Everett, WA  

Managed by the Marine Corps Reserve, Toys for Tots provides toys and gifts for low-income households. Snohomish County Toys for Tots serves the entirety of Snohomish County, and the city of Shoreline.

Angel Tree at The Salvation Army, Everett, WA

The Salvation Army Angel Tree helps provide gifts through an anonymous donation process. Once a child or senior adult has been registered and accepted, their wish list is shared with donors in the community. Gifts are distributed to the family directly through The Salvation Army.

Toy Store at Marysville Food Bank, Marysville, WA

Toy Store is an in-person holiday gift selection event happening December 9th-11th, 2025 at Grove Church in Marysville. Registration begins November 1st  and ends November 30th, or once capacity is met.

A Christmas Wish, Arlington, WA

During our Family "Shopping" Event, pre-registered families can choose free gifts for their children, from newborns to high schoolers. Registration begins on November 1st  and ends December 5th, with distribution taking place December 12th-13th. Applicants must reside in Arlington or Darrington.

Everett Gospel Mission, Everett, WA

Special Meal Service occurs on Thanksgiving and Christmas. Guests are served restaurant style at tables with plated meals, by volunteers.

Utility Assistance

Snohomish County PUD

Snohomish County PUD offers electric rate and water rate discounts of 25% or 50% off to income-qualified households. Applications are generally reviewed near the time of your next scheduled billing date. A letter will be mailed to you letting you know if your application was approved or denied, and, if approved, at what rate. If approved, the discount rate will be for future billings and does not apply to current charges nor to past due amounts.

Everett Utilities Water Assistance Program

The Everett Utilities Water Assistance Program is a partnership between the City of Everett and Catholic Community Services. It is designed to be a once per year assistance for Everett Utility customers who have received a water shutoff notice and are at or below 200% of the Federal Poverty Level.

Community Energy Fund, St.Vincent de Paul

St. Vincent de Paul North Sound Council distributes donations made through Snohomish County PUD Community Energy Fund (formerly Project PRIDE) to qualified individuals. This is a onetime grant for families or individuals whose income is less than 150% of the federal poverty guidelines, and who have a disconnection notice. For assistance, please call our assistance line 425-355-3504.

Lifeline Phone Program

Assurance Wireless offers eligible customers a free phone with unlimited data, text, and minutes.  Assurance Wireless Lifeline offer is available to eligible customers, residing in selected areas, who are approved for Lifeline service, a government assistance program. One Lifeline discounted service (landline or wireless) available per household & is non-transferable. A household is defined as any individual or group of individuals who live together at the same address & share income & expenses.

Low-Income Home Energy Assistance Program

Commerce’s Low-Income Home Energy Assistance Program (LIHEAP) aims to help low-income households in Washington state receive affordable, dependable utility services and avoid disconnection.

Free Weatherization Programs for Owners or Renters

This program offers free weatherization help to those who qualify based on income, including repairs to windows, functional checks of heating systems, sealing of larger leak areas with caulk and weather-stripping, and various insulation work. Landlords must approve work performed on  the  renter’s  behalf.  

Cold Weather Shelter Information

Snohomish County Cold Weather Shelters

Multiple locations in Snohomish County provide overnight shelter during dangerously cold weather. Cold Weather Shelters are operated by community-based organizations, volunteer groups, and communities of faith across Snohomish County. Cold Weather Shelters typically open when overnight temperatures are expected to be 34 degrees F or lower. The cold weather season begins in November and lasts through March of the following year. Youth between the ages of 12-17 years of age who need shelter may call 360-805-9282.

Sno-Isle Community Libraries are open to the public as daytime warming centers. Nearby locations include:

Resource Guides

Coordinated Entry

Dial 2-1-1 to connect with a referral specialist. No other organization or agency will assist until you have completed the 211 process and are in the system for them. This process and procedure are county-wide. Coordinated Entry is a process for individuals and families in Snohomish County who are experiencing or at imminent risk of homelessness to access services and resources. Applicants will be screened for eligibility, prioritization, and program matching for a more efficient and effective system to access appropriate programs.
